well it would make sense for the temperature to decrease when the car is moving due to the cold air gettin in and around the engine bay. when the car is still in straffic there is no cold air. or are you sure that there is a problem with your sensor??? _________________

Them 4-pin coolant temp senders are a common thing to fail, but are very easy to swap. If it reads the right temp when in traffic or stationary, and then temp drops when driving at speed it sounds to me like the thermostat is stuck open.

The sender is like six squid... Only other thing I can think of would be a break in the loom, warm it up so its showing a descent temp, and then get someone to sit in the car and watch the gauge whilst you give the plug and the wiring a bit of a wiggle, also pop the plug off and make sure there is no corrosion in there.
